You take the bad with the good to ensure you get more good overall - you can always tighten the screws later to send the bad away after they've helped you out in that goal.

We try our best to weed out the bad from the outset--- we do not use members for financial gain.

Keeping the lights on is not financial gain - more like breaking even. it should be self-sustaining and require no inputs beyond the start-up phase. If the management team keep having to bail it out, it won't be viable for too long until someone gets tired of sustaining it or isn't able to do so and everyone else's burden gets worse until they hit that same spot. Accruing a war chest to do that is a good idea - no one is thinking it's necessarily going to turn into making boat payments for management or weekly steak dinners.

We are not looking to gain financially--- knowledge gain is more important.
Start up costs were covered long ago--- is "breaking even" for providing information a bad thing?
